They noted that a missile alert was issued in Russia's Voronezh Oblast at 11:40 a.m. local time. By 11:50 a.m., local residents were reporting explosions, and the first images of the strike's aftermath began appearing minutes later.
Almost simultaneously with the strike on Voronezh, Vladimir Putin was attending a wreath-laying ceremony in Moscow. State news agency TASS began broadcasting the event at 12:05 p.m.
At around 12:50 p.m., a missile alert was also declared in Moscow Oblast.
Agentstvo Novosti noted that Putin laid flowers at memorials dedicated to Hero Cities and Cities of Military Glory, a designation that includes Voronezh.
Overnight and into the morning of June 22, Moscow came under a drone attack. Moscow Mayor Sergei Sobyanin claimed that Russian air defenses shot down about 80 drones heading toward the city.
In Voronezh, monitoring channels reported that a missile strike hit a semiconductor plant that is part of Russia's defense-industrial complex.
Ukraine's General Staff later confirmed a strike on an electronics plant in Voronezh that manufactures components for Iskander tactical ballistic missiles and Kh-101 cruise missiles.
The General Staff also said that Ukraine's Defense Forces struck the Dubna space communications center in Russia's Moscow Oblast overnight into June 22.
