U.S. House to vote on Graham’s Russia bill next week, report says

The Graham-Blumenthal bill will be considered under a procedure allowing it to pass with a simple majority. The legislation would authorize President Donald Trump to impose 100% tariffs on the five largest buyers of Russian crude oil and natural gas, as well as on the five largest countries helping Russia evade energy sanctions. The largest buyers of Russian oil products include China, India, and Turkey.

House lawmakers are concerned that the bill, if passed, would expand Trump’s tariff authority and drive up oil prices, Bloomberg noted.

A draft letter from the U.S. Chamber of Commerce and business representatives to House leaders, reviewed by Bloomberg, urges Congress to remove the tariff provisions from the bill and “instead focus on targeted sanctions, stronger enforcement against sanctions evasion and coordinated diplomacy with countries that buy Russian energy.”

The bill, introduced in the Senate in early April 2025, initially proposed imposing a 500% tariff on imports from countries that continued buying Russian oil and other commodities.

On July 10, 2026, Graham said at a news conference during a visit to Kyiv that he had reached an agreement with the White House on a new version of the Russia sanctions bill. Graham died unexpectedly the following day.

On Aug. 7, the U.S. Senate passed the bill, 86-11.
