Ukraine’s parliament backs VAT on imported parcels under 150 euros in first reading

The measure would change the taxation rules for international parcels. Under the proposal, purchases from foreign online platforms worth up to 150 euros ($173) would also be subject to VAT.

For such shipments, however, the tax would be calculated and paid directly by the foreign platform through which the purchase is made.

That means buyers would not have to separately file or pay VAT themselves when ordering goods worth less than 150 euros ($173). Those obligations would instead be placed on the marketplace.

At the same time, the bill proposes to keep noncommercial international parcels worth up to 45 euros ($52) exempt from VAT.

The bill has passed only its first reading so far. For the new rules to take effect, it must pass a second reading and be finally adopted by parliament.

MP Yaroslav Zheleznyak said on Telegram that parliament also backed, in first reading, a separate bill introducing new customs rules for international postal and express shipments.

That measure is bill No. 15460, which was supported by 267 lawmakers. Zheleznyak noted that he did not vote for it.

Earlier, it was reported that the legislature needed to pass seven “unpopular” bills without which Ukraine risked losing part of the international financing needed to cover the state budget deficit.

On May 26, parliament failed to pass an earlier bill introducing VAT on imported parcels worth up to 150 euros. After that, the new Cabinet of Ministers submitted a revised bill on the same issue on July 29.

On Sept. 1, 2026, the Rada rejected two bills that were part of Ukraine’s commitments to the IMF.
