Despite the loss of production facilities in eastern Ukraine due to the war, dairy farming continues and is shifting westward, Ukrainian Agriculture Minister Vitalii Koval said on June 3.
Speaking at a conference, Koval announced that 125 dairy farms are currently under construction or undergoing modernization across central and western regions. “This is a direct investment in our future,” he said, according to a statement from the ministry.
Koval emphasized that the resilience of the dairy industry sets an example for the rest of the economy. He also noted that fair margin distribution between producers, processors, and retailers is not only an economic matter, but also one of trust.
“It’s time to move away from raw materials and focus on finished products,” Koval said. “A ton of Ukrainian agro-exports is worth an average of €291. In the EU, it's €1,536. That’s the difference between a raw material economy and one based on added value.”
He added that the government’s goal is for livestock and processing to account for more than 50% of Ukraine’s agricultural sector.
In April 2025, Ukraine’s State Fund for Support of Farms issued the first round of targeted subsidies to farms and agricultural producers. A total of 7,766 recipients received UAH 386.5 million (about $9.6 million) in support.
On May 20, Ukraine's State Agrarian Register launched a new round of applications for dairy cow maintenance subsidies.
