Flooding in Kyiv Metro: prosecutors refute claims of poor tunnel construction

The Kyiv City Prosecutor’s Office refuted Kyiv Metro Company claims regarding alleged substandard construction of the tunnels between the flooded Demiivska and Lybidska metro stations, its statement
The technical cause of the tunnel’s failure was connected with unappropriate maintenance, as forensic examinations showed.
A comprehensive construction-technical examination assessed the tunnel's construction quality and found no violations or deviations that could have led to its breach and subsequent flooding.
The prosecutor's office also determined that measures to prevent water ingress into the tunnel, carried out from 2011 to 2023, were conducted without involving specialists from research institutes, metro construction organizations, or other relevant agencies that could have identified the damage's causes.
The Kyiv Metro Company did not provide any expert reports or other documents to support its claims of poor tunnel construction.
The company cited preliminary conclusions from a Forensic Research Institute but failed to submit them to the investigation, the prosecutors added.
Closure and repair of Kyiv Metro’s Blue Line
Kyiv City State Administration announced on Dec. 8, 2023, the suspension of train services for six months on six stations of the blue line of the Kyiv Metro, from Demiivska to Teremky.
The station closures were attributed to urgent repairs needed for the connecting tunnel.
The tunnels had significant leaks and cracks, Kyiv Mayor Vitalyi Klitschko said.
There was a potential risk of a man-made disaster, the Emergency and Technical Safety Commission indicated.
Police conducted searches at the Kyiv Metro, Metrobud (the metro construction company), and structural divisions of the Kyiv City State Administration on Dec. 13, as part of a criminal investigation into official negligence (Part 2, Article 367 of the Ukrainian Criminal Code).
Train services on the newly repaired blue line of the metro are expected to resume in early fall 2024, Mayor Klitschko said on July 1.
Two officials from the Kyiv Metro Company were charged with official negligence due to the flooding of the tunnels between Demiivska and Lybidska stations, the Prosecutor General’s Office reported on July 23.
The tunnel’s maintenance was inadequate and did not comply with construction standards, the investigation showed.
