Russian forces targeted civilian infrastructure in Konotop, Sumy Oblast, police said on Sept. 12.
13 people were injured, including a minor, in a Russian attack on Konotop, with one in serious condition.
The General Prosecutor's Office reported 14 wounded. Seven apartment buildings, a hospital, school, homes, cars, garages, and a shop were damaged.
Specialized services are providing assistance, and investigators have opened a case under Ukraine's criminal code for war crimes.
Konotop Mayor Artem Semenikhin said the energy infrastructure suffered major damage, with no estimate on when electricity will be restored.
Water will be supplied hourly, with a schedule to follow.
