Former U.S. Special Representative for Ukraine Kurt Volker criticized the decision to restrict Ukraine’s use of long-range weapons for strikes on Russian territory, stating that Ukraine, as a victim of aggression, has the right to self-defense.
Former U.S. Special Representative for Ukraine Kurt Volker said Ukraine has the legal right under the laws of armed conflict to strike any militarily significant target, provided civilians are not targeted, telling Ukrinform that international law imposes no restrictions on weapon range.
Volker criticized the U.S. decision to restrict Ukraine’s ability to retaliate against long-range attacks from Russia, calling it “absolutely arbitrary” and based on fear of provoking Moscow rather than legal or moral grounds.
He argued that Russian dictator Vladimir Putin should have anticipated military consequences for attacking Ukraine and welcomed the U.S. policy shift but cautioned against publicly announcing such changes, as it alerts Russia to potential Ukrainian actions.
“This unnecessary restriction on Ukraine's self-defense should have been simply canceled — period,” Volker said.
