Ukrainian President Volodymyr Zelenskyy is set to present an internal Resilience Plan to the Verkhovna Rada on November 19, according to preliminary reports.
The plan, outlined by Ukrainska Pravda, covers key points such as frontlines, unity, weapons, energy, finance, security, human capital, communities, cultural sovereignty, and the "politics of heroes."
Key measures include:
- Changing approaches to mobilization and recruitment
- Expanding production of advanced weapons
- Strengthening protection of power facilities
- Attracting internal and external investments
- Modernizing policies on civilian weapon circulation
- Creating a Ministry of Unity for Ukrainians
- Better integrating the military into social life
Zelenskyy is expected to provide details on these measures and their implementation to the Ukrainian parliament.
The internal action plan, which was first mentioned by BBC Ukraine on October 23, is not an alternative to Ukraine's victory plan but is meant to help the country sustain itself during the ongoing conflict. Sources indicate that the President's office has already assigned a team of government officials, military leaders, and advisors to develop the plan.
